Saudi Arabia Announces New Precautionary Travel and Entry Measures Related to Kenya
An operational review of Saudi Arabia's travel, visa and entry measures affecting the Kenya workforce corridor, and what recruitment companies, employers and international partners should check now.

Last updated: 1 November 2026
On 30 October 2026, Saudi Arabia announced additional precautionary measures in response to Ebola-related public-health risks, based on an assessment by the relevant health authorities.
According to the official statement, the measures include:
- suspension of travel by Saudi citizens to Kenya;
- suspension of all visa issuance for travellers coming from Kenya;
- suspension of entry into Saudi Arabia for travellers arriving from Kenya;
- extension of the entry restriction to travellers arriving through third countries if they had stayed in Kenya, or another country experiencing an Ebola outbreak, during the 21 days before arrival.
What does this mean for international workforce operations?
For Saudi companies, recruitment companies and international partners, these measures directly affect operations that depend on individuals entering Saudi Arabia from Kenya while the restrictions remain in force.
However, the impact should not be generalized across all Kenya-related workforce activity.
The official statement concerns travel restrictions, visa issuance and entry into Saudi Arabia, and should not be interpreted as a blanket cancellation of all recruitment or workforce operations connected to Kenya.
The operational status of flights is a separate matter from a traveller's eligibility to travel or enter Saudi Arabia and should be verified independently with the relevant airline or competent authority before operational decisions are made.
It is therefore important to distinguish between:
- A traveller's eligibility to travel or enter Saudi Arabia
- The actual operating status of a commercial flight
The availability of a flight does not automatically mean that a traveller is eligible to enter Saudi Arabia. Likewise, travel or entry restrictions alone are not sufficient evidence that all commercial flights have been cancelled.
What Should Affected Stakeholders Review?
For any active recruitment or mobilisation process involving Kenya, each case should be reviewed individually, including:
- visa status;
- the candidate's current location;
- relevant residence or stay history during the previous 21 days, where applicable;
- current execution stage;
- bookings and travel arrangements;
- the actual operating status of the flight with the relevant carrier;
- any subsequent instructions issued by the relevant Saudi authorities.
A travel delay or entry restriction should not automatically be treated as cancellation of the entire recruitment process. Likewise, the availability of a commercial flight should not by itself be treated as evidence that entry is permitted.
YIS Perspective
YIS treats developments of this kind as regulatory and operational variables that should be managed through verification, evaluation and coordination rather than broad assumptions.
For the Kenya corridor, any active or planned requirement should therefore be assessed according to its actual status, with reference to official Saudi guidance and any subsequent updates.
Where relevant, flight-operating status should also be verified independently rather than inferred from entry or visa restrictions alone.
YIS will continue monitoring relevant developments and will update this notice if a material official change is announced.
